I just happened to go there one new years eve about 2 years ago, I walked up Soi Yamoto in South Pattaya and the 2nd bar with accommodation I asked at said “no problems”, and that was around 5pm. The room was good with shower and toilet and cost 500.
Should be no problem finding accommodations normally in Pattaya. However during new years it can be quite a zoo. Might be best to book something ahead of time.
Depends if you want it on the beach or not. There is stuff on the beach that is really nice and some stuff that is a dump. I don’t really know why you would want to be on the beach anyway. That is one crappy beach. You could find other hotels off the beach and then get one of the baht busses to take you anywhere you wanted to go in 5-10 minutes! No problem. Even if you wanted to go to the beach.
My personal recommendation is the Areca Lodge. I don’t know how it is during New Years, but it was relatively empty during the end of High Season while I was there, but was simply an awesome hotel. 2 pools etc., very nice. $36 a night at that time. Off second road. Simply great.
